If I understand correctly, only rookies, second year players and unsigned free agents are allowed to play in the Summer Leagues. For third year player to play in the League, he and the player's union would have to approve it and it does not happen very often since veterans consider playing in the Summer Leagues to be embarrassing.
Goodness, Wayne seems to be killing it in the summer league! Love it!
