@Crimsonorblue22 Well, from that article it appears that this bizarre format allows almost anything. I would guess they are working on a settlement and trying to ensure it can get worked out before a decision is issued. Unless it is something like going to an independent arbitrator, but I can't see why anyone would want that.

Haven't had my coffee yet -- fb game was great last night! Sharper minds may have a better take....
